A high-speed line that works as service and struggles as business — riding on top of a metro that finally carries the city.
Southeast Asia’s first high-speed railway has settled into real service: over 12 million passengers and nearly 40,000 trips in two years, 99.9% on-time, 20,000–30,000 riders a day at up to 62 daily services. Ridership rose 6.3% y/y to 5.1 million in January–October 2025, and foreign visitors are a visible slice — 566,829 to date, Malaysians the largest group.
The finances are the counterweight. The $7.3 billion line lost Rp 4.2 trillion in 2024 and a further Rp 1.6 trillion in H1 2025; annual interest to the Chinese loan runs near Rp 2 trillion against projected revenue of Rp 1.5 trillion, and Jakarta is negotiating restructuring. Ridership of ~10,000–20,000 a day early on sat well below the 61,000/day once forecast — the line works as infrastructure before it works as a business.
MRT Jakarta’s north–south line carried about 40.8 million passengers in 2024 (111,534/day) and roughly 46 million in 2025 — up 15%, averaging more than 127,000 daily riders, with weekdays near 144,000. Phase 2A is extending the line north from Bundaran HI toward Kota, tying the metro to the old town. Around it sit the KRL commuter network, the Jabodebek LRT feeding the suburbs, and TransJakarta — the world’s largest BRT, past a million passengers a day — plus the airport rail link into CGK.
The integration point that matters for visitors is Halim: the Whoosh terminus connects to LRT, commuter trains, buses and ride-hailing, so the high-speed train functions as a city service, not an isolated prestige line.
The practical decision: for Jakarta–Bandung, take Whoosh — at 46 minutes it beats any car or bus, and a record 26,770 passengers in a single day (June 2025) says the secret is out; book weekends and holidays ahead. Inside the city, the MRT plus TransJakarta now cover the spine a visitor actually needs: Bundaran HI, Blok M, Kota Tua via the coming extension. What to watch: the debt restructuring — if fares are pushed up to service the loan, the ridership growth story gets tested.
