The Schengen dividend arrives at Little Paris

Romania entered Schengen on 1 January 2025 — and foreign arrivals rose 5.5% in the first half, with Bucharest the country's undisputed top destination: 953,900 arrivals and 1.93 million nights in H1 2025 alone. The mix is still domestic-heavy — and that's the opportunity.

The record base

Romania's tourism passed its pre-pandemic best in 2024 (14+ million arrivals, 30.2 million nights), and 2025 layered on the Schengen effect: frictionless borders lifted foreign arrivals +5.5% in H1, foreign nights +5.2%, with average stays stretching to 2.1 days. Germany (104,800), Italy (103,000) and the UK (72,700) led the foreign mix.

Bucharest dominates the map: a fifth of national arrivals, the top county by both arrivals and nights, and the clear gateway for the Transylvania–Black Sea itineraries that fill the rest.

Domestic giant, foreign upside

The structural quirk: 81% of Romania's tourists are Romanians — a vast domestic base (Black Sea summers, mountain winters) that makes the sector resilient but keeps foreign spend per capita low. Bucharest's foreign layer — business, diaspora, city-breakers drawn by Europe's cheapest capital nightlife — is where growth concentrates.

Early 2026 cooled (−3.7% arrivals in February) on the regional pattern — heat, prices, war-adjacent caution — but Bucharest stayed the top county: 257,600 arrivals in February alone.

Bucharest's arrivals story is a domestic fortress discovering its foreign margin: Schengen removed the psychological border, and the city's product — Lipscani nightlife, Belle Époque bones, Therme, absurd value — is priced to convert. For the traveller: this is Europe's value capital break — fine dining at Sofia prices, five-stars under €150; go May–June or September, and pair two Bucharest days with Brașov by rail. For the watcher: watch the foreign share — every point of the 19% converting toward the EU norm is worth more than domestic volume growth; and track city-break capacity: OTP's records say demand is arriving faster than branded supply. The February 2026 dip is noise to monitor, not yet trend.
