Record receipts of S$32.8 billion on 16.9 million visitors is the highest yield per arrival in Asia — nearly S$2,000 per visitor — and the state's answer to every capacity question is to build the next terminal, the next line, the next fund. Tourism 2040 is not a marketing plan; it is an industrial policy with a hotel pipeline attached.
Watch the tier logic. Singapore's constraint is land, and land scarcity means every new key must justify itself at the top of the rate card. That is why the cycle is villas, treehouses and all-suite resorts rather than towers of standard rooms. The city that invented the stopover has decided the stopover should be the point.
