ALMATY MONEY FLOW

The money flow: record occupancy, thin luxury supply and an investment wave

The city’s branded hotels ran at a record 69.5 percent occupancy in 2024, luxury and ultra-luxury average daily rates held in the $180–400 band through the first nine months of 2025, and tourism-services turnover reached ₸110.9 billion — up 15.2 percent. Money is flowing in faster than rooms are being built.

Demand is outrunning the branded supply

Almaty counts roughly 2,567 chain-hotel rooms, of which only 659 sit in the luxury segment — about a quarter, and structurally thin for a city of two million hosting finance, government-adjacent and regional-headquarters traffic. That scarcity is what keeps occupancy records falling: branded stock ran at 69.5 percent in 2024, the highest on record, and branded ADR reached about $134 in the first five months of 2025, up 2 percent year on year, with luxury and ultra-luxury houses quoting $180–400. The average visitor bed-night across all accommodation was ₸27,720. Nationally, accommodation revenue hit ₸350.6 billion in 2025 — and Almaty is the largest single contributor.

Investment and the fiscal return

Investment in tourism reached ₸198.8 billion in 2025, up 39.4 percent, with 21 hotels under construction representing roughly ₸300 billion of committed capital. The fiscal return is visible too: the tourism sector paid ₸84 billion in taxes, up 27.2 percent year on year. Tourism-services turnover of ₸110.9 billion grew 15.2 percent. The pattern is a classic upcycle — demand indicators (arrivals +6.3 percent, foreign spend per trip multiples above domestic) pulling capital expenditure, with the supply response arriving 2026–2028 as the Vignette Collection, St. Regis and other branded projects complete.

THE TIO READ

Almaty’s hotel economics are the strongest argument in this dossier. Record occupancy with constrained luxury supply means pricing power; pricing power with visible demand growth means the ₸300 billion construction pipeline is rational, not speculative. Watch two things: whether the 2027–2028 openings arrive on schedule, and whether the SuperSki project converts the city’s event spikes into a four-season baseline.
