01 — The customs-zone effect
The December 18, 2025 closure of Hainan's customs perimeter ("first-line liberalization, second-line control, intra-island freedom") made the island a duty-free territory for 6,660 categories of goods. The numbers were immediate: duty-free sales of 4.86 billion yuan (+46.8% YoY) in the first month, New Year arrivals +25.2%, hotels near Sanya's duty-free hubs posting occupancy gains of 150%, and inbound flight bookings to Sanya up more than 500% on peak days. Underneath the policy spike sits a structural base: Hainan recorded 106 million tourist visits in 2025 (+9.1%) with spending of 225.4 billion yuan (+10.5%), and inbound overnight visitors surged 35.2% past 1.5 million. Sanya itself passed one million foreign tourists in 2025, +41.4%.
Access has quietly become the easiest in China: 86 countries visa-free, 41 international routes to 32 destinations from Sanya Phoenix (Russia, Korea, Southeast Asia, Australia among the strongest), and a provincial government explicitly targeting European and American markets next.
02 — The bays, decoded
Haitang Bay is the flagship: 21.8 km of coast, 30+ international luxury resorts — Atlantis, Rosewood, Edition, Capella, Fairmont's canal resort, InterContinental — plus the CDF duty-free complex and, from 2026, Swire's Taikoo Li Sanya retail resort and the Regent + Hotel Indigo dual opening (Ole Scheeren design, 317 + 175 rooms). This is where the investment and the crowds concentrate; the beach itself is scenic but the surf is strong — swimming is pool-centric. Yalong Bay is the classic: calmer water, the best natural beach, the MGM Grand/Marriott/St. Regis generation — slightly older hardware, better swimming. Dadonghai is the urban beach — walkable, Russian-inflected, lively, with the JW Marriott and Autograph Collection tier. Sanya Bay is the long sunset strip near the airport — value territory. Connoisseur's split: 3 nights Haitang for the product, 3 nights Yalong for the sea.
03 — The calendar: inverted seasonality
Sanya's high season is the northern winter: December–February, when mainland China flees the cold, peaks at Chinese New Year (a nine-day holiday in 2026 — flight bookings +90% for Sanya) with rates doubling and minimum stays. Summer (June–September) is hot, humid, occasionally typhoon-brushed — and the value season: luxury resorts at 40–50% of peak rates. The international traveller's sweet spots are March–May and October–November: 25–30°C, swimmable, uncrowded between domestic waves. Avoid Golden Week (October 1–7) and CNY week unless crowds are the point.
04 — What it costs, honestly
The arbitrage, itemised. Haitang Bay luxury (Edition, Capella, Rosewood): $250–500 a night — versus $800–1,500 for equivalent hardware in Bali or Phuket. Yalong Bay five-star classics: $150–300. Atlantis family towers: $200–350. Duty-free adds a shopping dividend that no competing beach destination offers. The catch is the ecosystem, not the money: international credit cards work at resorts but not everywhere beyond; Alipay/WeChat Pay setup is essentially mandatory; Google, Instagram and most Western apps require a workaround. The traveller who solves the digital layer on day one gets a five-star beach holiday at four-star prices.
05 — The honest frictions
Language: resort front desks have English; the destination beyond them mostly does not — concierge-led travel is the norm, and Sanya rewards it. Beach swimming: Haitang Bay's surf closes the sea much of the year — choose Yalong if ocean swimming matters. The digital wall: eSIM with roaming data solves most of it; download what you need before arrival. Domestic peak compression: at CNY and Golden Week, Sanya runs at absolute capacity — prices, queues and all. And the Russian factor: Dadonghai is effectively a Russian resort town — a feature (direct flights, menus, community) or a consideration, depending on your itinerary.
06 — Final outlook
China has spent fifteen years building the resort island it wanted for itself — and has now opened the doors, removed the visas, eliminated the tariffs and invited the world. Sanya today is what Phuket was in 2005: world-class hardware, regional prices, international discovery just beginning. The early visitor gets the island at the domestic price. That window is open now.
