BAKU NEW OPENINGS
Nobu is bringing a hotel, restaurant and residences to Sea Breeze on the Absheron coast; Mövenpick made its South Caucasus debut with 172 rooms in the Winter Park; Kempinski’s Bayil Bay residences extend the flag up the boulevard.
The headline of the pipeline is coastal, not urban: Nobu Hospitality announced in October 2025 the Nobu Hotel, Restaurant and Residences Baku inside the Sea Breeze resort city on the Absheron peninsula — the brand’s first Azerbaijani address, pairing the signature restaurant with hotel keys and five residence concepts in a master-planned beach strip 30 minutes from the Flame Towers. It reads as the market’s confidence vote in Caspian resort demand: Sea Breeze has spent a decade building a self-contained leisure city, and a global lifestyle flag is its graduation.
In the city, the freshest opening is Mövenpick Hotel Winter Park Baku (November 2024): 172 rooms, six suites, the brand’s first in Azerbaijan and the South Caucasus, and Accor’s fifth hotel in the capital. Kempinski extends its Baku footprint from the Badamdar hotel to the Kempinski Residences Bayil Bay on the boulevard’s southern reach. The benchmark remains the 171-room Four Seasons (2012) at the Old City walls — the hotel that proved Baku could hold a global rate. Around them, the State Programme to 2030 adds a supply lever: subsidized loan rates for hotel and resort investment, aimed deliberately at the regions rather than the capital’s 15,600-room shelf.
THE TIO READ
Baku’s pipeline says the city believes its own tourism statistics: Nobu on the beach, Accor deepening downtown, residences absorbing the top of the market. The watch item is timing — with arrivals dipping in H1 2026, the projects that hold their dates will be the ones with residences attached.
