Two ledgers, one hub model. The inbound side is counted nightly by Dubai’s Department of Economy and Tourism; the outbound side has no trip-count series at all — so the money ledger from the IMF’s balance-of-payments table does the talking.

The Read. Dubai closed 2025 with 19.59 million international overnight visitors, +5% — a third consecutive record — while DXB handled 95.2 million passengers, the busiest year any airport has ever recorded on international traffic. The outbound ledger is money-only: $31.1bn of travel debits in 2024, $33.3bn projected for 2025 — no official headcount exists.

01 — The outbound ledger

The UAE publishes no official count of residents’ trips abroad. What exists is the balance of payments: the IMF’s December 2025 Article IV staff report carries the travel-debit line — what UAE residents spend on travel outside the country.
