WHO’S COMING · RIO DE JANEIRO
Brazil closed 2025 with 9.3 million international arrivals — +37%, the highest since records began in 1970 — and Rio de Janeiro state took 1.97 million of them, second only to São Paulo. The city counted 12.5 million visitors in total. The wave is Argentine, Chilean and increasingly Chinese.
As with Santiago and Galeão, Rio’s arrival record is powered from the south: Argentina supplied 3.1 million visitors to Brazil through November (+82%), with Chile, the United States, Uruguay and Paraguay completing the top five. Foreign visitors spent US$7.8 billion in the country in 2025 (Central Bank), and Rio’s own ledger shows the split clearly — 17.5% international share in H1, concentrated in summer and Carnival.
The calendar is now an arrivals machine in itself: advance international bookings for Carnival 2026 ran +23.2% year on year by December, New Year week ticket purchases by foreigners hit 101,117 (+7.5%), and Embratur added 30+ new international routes since mid-2025 — including Rio’s first-ever nonstops to Toronto and Montreal.
Rio’s visitor economy is structurally domestic — five of six visitors are Brazilian — which is why the international record matters so much: foreign tourists spend roughly double per trip (R$3,594 vs R$1,830, IFec RJ). Every point of international share is worth disproportionately more in hotel, restaurant and tour revenue.
The forward signal is strong: 2.6 million international arrivals to Brazil in January–February 2026 alone (+22%), and the ministry lifted the annual target from 10 to 11.5 million. For Rio, gateway #2 with a reviving airport and a homeporting cruise season, the arithmetic says the state clears two million foreign visitors for full-year 2025 and keeps climbing.
The TIO read: Rio’s record year is real, broad-based and policy-fed — visa waivers, new routes, airport coordination. The dependency to watch is the Argentine cycle: when the peso strengthens, Rio feels it first. Diversification (China +75%, Europe up double digits) is exactly the hedge the city needed.
