TIO Country File · The country layer · October 2026

A country file is where a nation's two ledgers meet on one page: what the world spends inside Italy and what Italy spends outside. Italy is the series' net creditor: 61.5 million international tourists in 2025 — the fifth-most-visited country on earth — and a final €22.7 billion travel surplus, 1.0% of GDP (Banca d'Italia survey, 26 June 2026), with foreign spending up +4.6% nominal and two-thirds of the growth carried by the Jubilee. Its own residents spent ≈€34.1 billion abroad, +3.1%, and 38.4 million of them travelled — volume without value, as per-capita spend slipped. Both ledgers below, each figure on its own perimeter — and everything TIO publishes on the country, linked.

The Read. The Jubilee year made Italy's inbound ledger the strongest in the series relative to its outbound one: a €22.7bn surplus against a ≈€34.1bn debit that grew on volume alone. Mind the vintage: the dossier carried the provisional €22.8bn balance; the June 2026 survey finalised it at €22.7bn — this file keeps the final. The 2026 question is annualisation: does Rome keep the pilgrims' spending, and does Malpensa's long-haul build-out convert into extra-EU demand in both directions?

01 — The two ledgers

Inbound and outbound, side by side. Each figure on its own perimeter and vintage — do not net them across years.

The domestic third ledger. Four Italians in five spend Ferragosto in Italy (Confcommercio–SWG, August 2025): the world's fifth inbound machine is also its own best customer, and most of the 185M total flow is domestic. That is why the surplus holds even when the debit grows.

02 — The inbound mirror: after the Jubilee

The 2025 inbound peak was event-driven; the 2026 test is what annualises.

Foreign spending 2025, nominal+4.6%
…in real terms+3.1%
Jubilee share of the growth≈2/3
ENAC traffic 2025record

Two-thirds of 2025's nominal spending growth came from Jubilee flows into Rome — a one-off that flatters the trend line. The structural build is at the airports: ENAC closed a record 2025, Fiumicino passed 51.3 million passengers, and Malpensa is assembling a long-haul portfolio (ITA Airways added the Mauritius link from November 2025). If the extra-EU outbound line stays negative (−2.1% in spring 2026) while long-haul inbound capacity grows, Italy's surplus widens again in 2026 — on other nations' cheques.
