TIO Country File · The country layer · October 2026

A country file is where a nation's two ledgers meet on one page: what the world spends inside the United Kingdom and what Britain spends outside. Britain writes the largest single cheque in the series: 99.9 million visits abroad and £86.2 billion in 2025 (ONS). The inbound ledger is thinner and, unusually, read through two official lenses: 40.8 million visits and £29.8 billion on the ONS perimeter, 43.6 million and £33.2 billion on VisitBritain's estimate. Both ledgers below — with the two inbound perimeters explained, not blended.

Outbound dossierLondonThe long-haul cross-readEurope, October 2026Signals

The Read. Britain is the volume engine of European leisure: nearly 100 million outbound visits at roughly £863 each, with Spain alone taking one visit in five. Inbound, the story of 2025 is the divergence — ONS counts 40.8M/£29.8bn, VisitBritain estimates 43.6M/£33.2bn, and the gap is methodological, not growth. Pick one perimeter and stick to it: this file quotes ONS first.

The double-edged survey. The ONS reads both directions of the same instrument — 99.9M visits out, 40.8M in — which is why the two ledgers above are directly comparable inside the ONS perimeter and nowhere else. The UK's travel balance stays in deficit: Britain spends far more abroad (£86.2bn) than visitors leave in Britain (£29.8bn).

02 — Two official perimeters, one country

The 2025 inbound number depends on who counts. This is a methodological divergence, not a revision — do not average them.

ONS, 2025 (IPS-based)40.8M · £29.8bn
VisitBritain, 2025 estimate43.6M · £33.2bn
Q3 2025, visits YoY+5.5%
Q4 2025, visits YoY−2.7%

The ONS series (International Passenger Survey) is the statistical record; VisitBritain's estimate is the industry planning number and runs consistently higher. The quarterly pulse inside the ONS series cooled into winter — +5.5% in Q3, −2.7% in Q4 — so the 2026 inbound story starts from a softer base than the headline suggests. For 2024 the two lenses were closer (ONS GB: 42.5M / £32.5bn); the 2025 gap is the widest in years.
